That's kind of what I've got in mind. I'm going to look for, or at worst write, a mod that will take a url for a remote avatar, and instead of hotlinking it in the forum pages, it will download it, resize it, then store it locally.
I've found a couple of mods that are designed to auto-resize uploaded avatars before they're saved to the server, so I might be able to modify one of those to do what I want. Right now it's just a matter of having the time to do it, heh.

Fiery, your is what I would call the "right" kind (lol) : hosted locally.
To clarify my earlier post a bit...
If you set up your avatar by using either the "Upload Avatar from your machine:" or "Upload Avatar from a URL:" or "Select Avatar from gallery:" options in your profile, your avatar is "hosted locally" (on site) and can not cause any sort of hanging or sizing issues.
However, if you set up your avatar by using the "Link to off-site Avatar:" option in your profile, your avatar is "hosted remotely" (off site) and has at least the potential to cause some issues if the site where it is hosted is having troubles.

It's set up now, with a few caveats.
You will get a debug error if you attempt to upload a file that's larger than the filesize limit of 50kb. I'm working on a fix for that, but it's not easy to do since there's no easy way to tell the size of the image until it's downloaded. I'll see what else I can come up with.
edit: Those of you that had remote avatars linked offsite will have to reassign them. Sorry, but there's just no easy way around that.
