A secret police report into the Jersey House of Hell children's home reveals kids were murdered then burned in a furnace.

It is feared the island's authorities may try to hush up the dossier on Haut de la Garenne orphanage but a source told British paper News of the World: "Officers on this case are in no doubt what went on."
Police officers are preparing to hand over their damning dossier from Britain's biggest child abuse probe to the authorities.
A total of 65 teeth and around 100 charred fragments of bones are all that remain of victims detectives believe were abused and killed before their tortured corpses were thrown into a fiery grave.
A source close to the four-month investigation told the News of the World: "Officers believe they have compelling evidence that youngsters' bodies were burnt in the home's furnace then the remains swept into the soil floor in the cellars that became dubbed the torture rooms.
"The problem has been identifying the children that went missing over the years. No records were kept of who came and left that place.
"Kids were shipped to the home from all over the UK and were never heard of again."
Forensic teams also found strands of nylon, which they have concluded came from the head of a broom.
And, because those type of nylon brooms were used only in the late 1960s and early 70s, the discovery helped officers to put a date on when the bones were swept into the soil cellar floor under the east wing.
Police are now convinced that those charred bones and teeth were emptied from the bottom of the home's industrial furnace in the west wing when it was ripped out around that time to install oil-fired central heating.
Officers have been unable to discover what happened to the furnace after that.
Around that same time wooden floorboards were laid over the old soil floor in the east wing.
And it is there, within the hidden torture chambers just centimetres below, that the bones, a pair of shackles and children's clothing were found.
Also in the underground rooms police discovered a large concrete bath with traces of blood.
So far 97 people have come forward to complain they were abused as children at Haut de la Garenne.
Many have described being drugged, shackled, raped, flogged and held in a dark cellar for long periods.
Police now believe that whoever was responsible for removing the furnace knew that there were children's remains inside.
And they think it was moved while disgraced headmaster Colin Tilbrook was in charge of the place.
Tilbrook, now dead, has been described by former charges as being behind "some of the most horrific abuse" at the home.
Police said their latest intensive probe has produced more than 40 suspects.
Three men have already been charged with sex abuse offences as part of the inquiry.
But now there are fears that the full truth about the House of Hell could be covered up yet again after the investigation boss, Jersey's tough No 2 top cop Lenny Harper, retires next month.
Although Jersey is part of the British Isles it has a separate government system and makes its own laws.
Jersey's politicians, judges, policemen and business leaders come from a small elite often linked by friendship or family.
A police source said the Haut de la Garenne file was now complete but "being held up".
The source added: "There's a strong suspicion that the files are being held on to until Lenny Harper goes and a new team is in place.
"No one will be surprised if the truth never surfaces and once more the evidence gets swept under the carpet."

The boss of the Jersey care "home of horror" was a paedophile who raped his own foster daughter, according to sensational new claims.
Tina Blee, 38, has come forward to tell how the "monster" forced himself on her repeatedly, starting when she was only 10 years old.
She claims Colin Tilbrook regularly raped her, usually on a specific night when his wife was out for the evening, after she moved into his home aged six.

'Graves' discovered at Jersey children's home could be drama set from TV's Bergerac
She said: "He was a monster and I want the world to know in the hope it will help the police."
Tilbrook, who died 20 years ago, ran the the Haut de la Garenne care home in St Martin, Jersey, during the height of a paedophile ring's regime in the 1960s.
Police have reportedly already identified him as a prime suspect in their investigation into possible abuse and even murder of children who stayed at the home.
Ms Blee told the Sun: "He abused me too but at least I survived. To think he may have been involved in the deaths of children is almost beyond belief.
"At least I am here to tell the truth about him. What he did to me has affected my entire life."
She lived with Mr Tilbrook and his second wife after he left Jersey and moved to Dorset, where he had incredibly secured a job as a council social worker vetting children's homes.
Within months, he was "checking" her as each time she went for a shower and by the time she was 10, she was being raped every week.
"I still had a social worker but he told me that if I told them they wouldn't believe me.
"They'd believe him because he was important in the social services department and I'd end up in a home like I'd started in. He knew I had nowhere to go."

Ms Blee also told how he abused her in "other ways" and was domineering and sexually forceful, with a short temper.
She said she never confided in her foster mother at the time because she was so terrified that she would not be believed.
The attacks only ended when Tilbrook met another woman, Carol, who was to become his third wife.
Police are reportedly now going to interview Ms Blee about the allegations and her knowledge of Tilbrook.
Her claims came as Jersey's minister for child welfare was facing accusations of sabotaging the inquiry into child sex abuse on the island.
Ben Shenton sent an email to cabinet colleagues ridiculing the investigation and mocking Lenny Harper, the policeman in charge.
"My wife keeps referring to Lenny Harper as Lenny Henry - I don't think she's far wrong," said the health and social services minister in his extraordinary message.
Mr Shenton questions whether Mr Harper - Jersey's deputy chief police officer - has ever been investigated for "adult abuse".
He ridicules the idea that the remains found last week beneath the Haut de la Garenne children's home belonged to a child rather than to animals.
And he attacks Wendy Kinnard, a fellow senator whose home affairs ministry oversees the police in the Crown dependency.
"Wendy, why was it announced to the media that a child's body was found when this was not the case?" wrote Mr Shenton.
"Why have you allowed your ministry to be run in such an unprofessional and shameful manner?"
He claims that one sex abuse victim, purportedly interviewed by The Times this week, died last year.
More than 160 others have told police they were abused at the "Colditz" care home between the 1950s and its closure in 1986. At least 40 suspects have been identified.
When the Daily Mail confronted Mr Shenton, a 46-year-old father of two, about his email, sent three days ago, he said: "It was an internal email. I'm just trying to get at the facts."
He dismissed his comparison between Mr Harper and Lenny Henry the comedian as "a slip of the tongue".
But Mr Harper, who moved to Jersey six years ago after serving with distinction in the Metropolitan, RUC and Strathclyde police forces - said he was taking the slurs seriously.
He plans to seek legal advice with a view to a libel action and warned that the email could be "a godsend" to defence lawyers when charges relating to the investigation are laid.
"The letter is rather childish but it's a clear attempt to damage the inquiry and therefore damage the interests of all those who were abused in that home," said the 56-year-old officer.
"You may well ask why the very man responsible for children's welfare on this island would wish to sabotage the investigation.
"That is for him to explain but all I can say is that it will not work. Nothing will distract me from getting justice.
"They deserve much better and I am determined they will get that from the State of Jersey police."
Mr Harper is said to have upset leading Jersey figures by briefing journalists on his investigation.
But he said the Association of Chief Police Officers had endorsed his methods which had also led to a large number of alleged victims coming forward.
The abuse scandal is a deep embarrassment to the tax haven island where privacy and discretion are paramount.

Five groups demanding the removal of Frank Walker over his handling of the Haut de la Garenne inquiry have appeared on the Facebook networking website.
He is likely to face further criticism in a rally due to be held in the capital St Helier this weekend calling for a change in the way the island is run.

The youngsters were told by care staff the boat rides were treats—only to be assaulted and RAPED at sea by pervert toffs.
Details of the sick attacks emerged as we discovered even more blood has been found in a bath in the dungeon underneath the Haut de la Garenne home—and in the drains.

And our reporters have been told how builders on renovations at the home were urged by staff to BURN any bones they dug up.
We also uncover the full extent of the dark forces of corruption hampering the police investigation.
We can reveal worried cops feel under so much pressure over the abuse allegations they are preparing to BYPASS Jersey's own legal system and hand their evidence to our government.
This could include files on up to seven social workers and carers who worked at the sinister home—including one nicknamed the ‘pinball wizard' who HURLED kids against the walls to see how far they would BOUNCE.
At least two previous senior employees of children's services on the island are also under investigation despite the attempts of corrupt former policemen, politicians and businessmen to scupper the inquiry.
We understand that two weeks ago Jersey ministers SECRETLY VOTED to have senior police investigator Lenny Harper removed from the case because they believed he was too open with the media. But the Chief of Police Graham Power refused.

A source told us: "Such important figures have been implicated in the cover-up of abuse on the island that the cops feel the evidence should now be passed to the British government
"The latest revelations are explosive. It is going to cause massive waves within the political and legal world and could bring the whole of Jersey's infrastructure crashing down."
One of the most serious lines of inquiry in the investigation is that children were regularly loaned to wealthy yachtsmen to "do with them what they chose for the day," according to our source close to the investigation.
Haut de la Garenne staff described the trips as a treat for children who spent long hours cooped up at the home. But in reality the kids were subjected to the vilest sexual abuse on board the luxury boats.
Our source said: "The allegations about the yachting community have come in from a number of different people. It is a very strong line of inquiry and when the evidence is made public people will be horrified."
Meanwhile about a dozen bones found at the home have been sent to a DNA lab to find out how old they are —yet some bone fragments were too burnt to be tested.
Police have taken statements from local builders who were told: "If you find bones, get rid of them or burn them." New blood spots have been discovered in cracks in a concrete bath in the underground chamber and have also been sent for tests and sniffer dogs trained to find blood have found scents in the drains underneath.
Forensic officers are now focusing on the wooden trapdoor leading to a second torture cellar in a bid to extract DNA or fingerprints.
Our source said: "Detectives are doing everything they can to ensure every scrap of evidence is properly investigated. They are very aware that the home dates back to 1856 and some of these bones could be very old.
"This is going to be a long process but the officers have been presented with so many accounts of abuse and cover-ups it is crucial we get answers. People disclosing the abuse have been easy to ignore but finally they are getting a chance to be taken seriously."
The horrors being uncovered at Haut de la Garenne have revealed a Jersey tourists have never seen.
Former abused care home residents claim what happened to them has been covered up by those in high office, desperate not to tarnish Jersey's good name or risk politicians in London reducing their power over the tiny, but extremely wealthy, island.
Although Jersey is part of the British Isles and under the Queen's rule, it has a separate government system dating back to King John's reign, and makes its own rules and laws.
Jersey's 53-member parliament has no political parties. Its politicians, judges, policemen and business leaders come from a small elite—often linked by friendship or family.
The island's equivalent of our Commons Speaker is also its top judge—so the system of checks and balances between politics and the law we have in the UK is almost non-existent.
This is a place where the authorities allowed 43-year-old convicted paedophile Roger Holland to stand for election as an honorary constable officer— similar to a special cop in the UK, but with more powers. They knew that six years earlier he had indecently assaulted a mentally impaired 14-year-old girl and admitted molesting another girl. But he got the job and in 1997 rose to become vingtenier—the second most senior cop on the island's volunteer force.
In 2001 he was jailed for indecently assaulting a young girl in the back of a police van.
"Jersey has for too long been a law unto itself—it is time the truth came out," says our source.
Among those fighting for that is ex-health minister Senator Stuart Syvret, who resigned over the cover-up and has given statements to police claiming two senior legal figures were involved in the abuse.
Mr Syvret said: "I have given formal statements to the police concerning a number of establishment individuals. Officers I have spoken to are from a force external to Jersey police at the request of Jersey police." Solicitor Nick le Cornu is also demanding change. "Jersey's political class have for 60 years been ignoring and covering up poverty and injustice," he claimed.
Police investigator Lenny Harper, an outsider from Northern Ireland, was the target of a hate campaign— including threats to torch his house —after a string of cops were sacked for corruption. Colleagues say Harper, 56, laughed it off, saying: "I had the IRA on my tail for years—so a few disgruntled people are not going to deter me from doing my job."
Now he's facing the biggest test of his career—on the island of fear.

In the summer of 1996 Marc Dutroux was arrested in Belgium. In the ensuing process, which resulted in his conviction in 2004, many indications and documents pointed at the involvement of Dutch politicians and other important people in the abuse of children for sexual purposes. These leads however were never followed.

In 1998 the Dutch prosecutors in Amsterdam were working on the so called ‘Rolodex case’ in which a bunch of very high-ranking people were suspected of being member of a gang of abusers of children. Among those people were a former minister of the cabinet, the personal counsel of queen Beatrix and two leading criminal prosecutors. The police was already preparing to make arrests and search houses, when the whole operation was killed. It later emerged in the so called ‘Runderkamp-papers’ (named after a leading journalist from the NOS, the Dutch main news-medium, who worked on the case) that a very high official in the Ministry of Justice in the Hague, mr. Joris Demmink, played a strange role in the affair: he was suspected of being a member of the gang but also leaked information from the prosecution to the suspects. Police officers and also mr. Runderkamp thought that this role of Demmink was behind the decision to cancel the ‘Rolodex-operation’ as suspects were warned and had the chance to destroy evidence.

In april 1998 Dutch television-documentary Netwerk broadcasted two items about a bunch of criminals smuggling young children to the Netherlands from Eastern Europe for sexual purposes. Netwerk laid hands on telephone-taps from the Rolodex-case; in these taps we hear a very high ranking official from the Ministry of Justice named ‘Joris’ ‘ordering’ some children for the weekend. The official identity of this ‘Joris’ has never been officially clarified, although now it is a ‘public secret’ that it is Joris Demmink.

In November 2002 mr. Joris Demmink is appointed as the highest official on legal matters in the Netherlands. As his appointment lay on the table, there were 40 warnings and indications of his criminal sexual behavior. They were all laid aside.

In October 2003 two Dutch magazines published long and detailed stories about mr. Joris Demmink abusing under-aged prostitutes in a public park in the south of the country. It was published that he used his state-paid limousine to abuse young children on the back bench. The cabinet reacted vehemently by saying it were all lies. One week later however, one of the abused children in the park indicts mr. Demmink for criminal offense. Two days later it is made known by the cabinet that the indiction was ‘false’. Demmink in the meantime confesses to two journalists that he has had sex with under-aged children . This is later reported by the NOS evening journal on television. But than the lawyers for Demmink start fighting the allegation, resulting in a ‘sort of’ rectification by the NOS.

In april 2007 the whole affair gets an international dimension as a lawyer for an important Turkish-Kurdish businessman and politician again indicts mr. Demmink for sexual abuse of children. This lawyer has the most shocking of stories, all very well documented with tapes, video’s and Turkish police-reports. The basis of this new allegation is that the Turkish government has blackmailed the Dutch government by threatening to ask for the eviction of mr. Demmink to Turkey for sexual crimes committed in Turkey if the Dutch did not put the Kurdish businessman in jale for life. The Turkish government wanted to get rid of this businessman because he had evidence that the Turkish government at that time (under Tansu Ciller) was heavily involved in exporting of drugs and was spreading this evidence around the world. The Dutch government succumbs to the Turks, mainly because the Turks have photographs of Demmink abusing children in Turkey, and organize a complete ‘fake-process’ to get the Kurdish businessman convicted. In this process they used specially fabricated and manipulated telephone-taps. That these taps were fake has been proven by more than ten specialists from the Netherlands and the USA.
In 2008 there are many more indications that the whole legal system in the Netherlands is corrupted by blackmail as many big criminals can walk free for the most bizarre of reasons. Again the Rolodex-case comes to the forefront: the indications of blackmail focus around cases handled by prosecutors who were also member of the abusive gang. Another indication for blackmail are the 20 or so cases in which highly classified files were ‘lost’ or ‘stolen’ from high-ranking officials. These files mostly contained information about high-profile criminal investigations.

In the summer of 2008 the Dutch government denies any indication of criminal offense by mr. Demmink or by other high-ranking officials. Demmink is still in function in the Ministry of Justice. The lawyer for the Kurdish businessman now has appealed against a court-ruling not to prosecute mr. Demmink. The higher court is due to rule in September about this appeal. This is the last chance of mr. Demmink being brought to justice.

The last medium in the Netherlands researching this case has stopped working on it in 2007. At this moment, the media keep quiet or are protecting mr. Demmink by writing that he is a ‘victim of a slandering-operation by criminal gangs’ without elaborating any further. I have written many stories about this case on the internet and want it to come out in the international media as I have not the slightest doubt on the extreme seriousness of the situation in my country.

Secret intelligence claiming Madeleine McCann was snatched to order by a Belgian paedophile ring is flawed, sources said today.
Private detectives working for the girl's parents are urgently following up the report from an informant disclosed in Portuguese police files.
The tip-off was recorded by an intelligence officer working for Scotland Yard's CO14 clubs and vice unit.
But sources said the information was second or even third-hand and impossible to corroborate with forces in the UK or abroad.
It is believed to have been one of dozens of similar reports passed to the unit in the wake of Madeleine's disappearance.
The informant said a photograph of the child on holiday in Portugal was taken and passed to a "purchaser" in Belgium days before she vanished.
The confidential report read: "Intelligence suggests that a paedophile ring in Belgium made an order for a young girl three days before Madeleine McCann was taken.
"Somebody connected to this group saw Maddie, took a photograph of her and sent it to Belgium.
"The purchaser agreed that the girl was suitable and Maddie was taken."
Portuguese police pursued the lead with Interpol, which gathered further reports from Belgium, the UK, Finland and Germany.
But detective Paulo Rebelo, head of the Madeleine inquiry, ruled that all but the German intelligence showed "lack of credibility".
As a result, the Scotland Yard tip-off was added to the massive file of evidence considered during the hunt for Madeleine.
A Metropolitan Police spokeswoman said everything possible was done to follow up the snippet of information.
She said: "Unsubstantiated information was received by CO14 relating to the disappearance of Madeline McCann.
"This was passed onto Leicestershire Police on 4 March 2008.
"The information was further discussed with Leicestershire Police verbally and all possible lines of inquiry were conducted.
"Leicestershire Police passed the information on to the Portuguese Authorities."
Belgium is less than 100 miles from Amsterdam where there have been two possible sightings of the missing youngster.
Shop assistant Anna Stam, 41, spoke to a little girl called "Maddy" who said she had been taken from her mother while on holiday in May last year.
Hannie Wiechmann, 71, called police after seeing a young child she believed to be the missing girl in the second week of May last year.
She told the Dutch newspaper Metro she "just knew" it was Madeleine because of her eyes and her "unequally-cut fringe" and dyed hair.
Police also investigated a sighting of a girl who looked like the missing child at a service station near the town of Tongeren on Dutch border last August.
A friend of Kate and Gerry McCann, both 40, from Rothley, Leicestershire, said the couple's detectives were taking the Belgian link very seriously.
"Trafficking into Belgium forms a very strong part of their investigations, as does trafficking into North Africa," the friend said.
"There is definitive hard evidence that this is very much alive and happening, and they have looked into the fact that someone was targeting children and they may well have been stealing to order."
McCann family spokesman Clarence Mitchell refused to comment on "sensitive" information found in the Portuguese police case files.
He said: "Clearly any information of that nature - Kate and Gerry would hope that the Portuguese police in conjunction with Interpol have acted to the absolute best of their ability in following this up.
"The private investigators, as with all the other sightings and all the other information, will be pursuing this line as an absolute priority to establish if it has been fully investigated and properly ruled out.
"They have got some of the information already from their lawyers and investigators and they are waiting to hear from them what is legitimate, what is promising and what is not.
"They are frustrated by the delays and the mistakes that were made.
"They have learned an awful lot about this kind of thing, and God forbid she has fallen foul of any of these types."
Belgium has been rocked by several appalling paedophile cases, including that of unemployed electrician Marc Dutroux.
The 47-year-old was jailed for life four years ago after being convicted of kidnapping, raping and murdering young girls.
In one interview Dutroux claimed he was part of a wider paedophile ring but police did not want to pursue it.
Dutch police refused to comment, referring inquiries to the Portuguese authorities.
Madeleine was nearly four when she vanished from her family's holiday flat in the Algarve resort of Praia da Luz on 3 May last year.
On 21 July Portuguese prosecutors announced they were shelving the case, although it can be reopened if credible new evidence comes to light.
At the same time the McCanns and Algarve resident Robert Murat were told they were no longer "arguidos", or formal suspects, in the investigation.
Responding to the Metropolitan Police intelligence, a spokesman for Belgium's Federal Police said: "At this point we do not have any information such as that quoted in press reports.
"Our police, our missing person team, paedophile unit, are not aware of this information. We are checking with the British police.
"We find it all a bit strange. We are not aware and we have never found a paedophile network in Belgium that could order, sell or buy children like this."
A Belgian woman reported seeing a young girl who looked "very much" like Madeleine with an Eastern European couple on a tram in Brussels 12 days after she disappeared, the files reveal.
Line Compere, 31, told Belgian police she saw the blonde-haired, blue-eyed child on the number 18 tram heading towards the main Midi train station at about 8.45am on 15 May last year.
Her suspicions were aroused because the man and woman with the youngster did not look like her, appeared to be speaking a different language from her and did not seem to know her well.
At that point she had never seen a picture of Madeleine but later that day she was shown a photograph of the missing girl.
Ms Compere told police in her interview on 1 June last year: "When I saw the photo in question, it immediately jumped out to me that there was a big resemblance to the little girl on the tram."
The report was passed on to the Portuguese police but it is unclear what action was taken to follow it up.

Many of these blank faces will not be so anonymous anymore after reading this article. tapes that were allegedly found in Dutroux's houses and about which nothing was heard anymore (this actually was an unfounded rumor); others might remember statements from Dutroux about being a "pawn" in a network protected by police and justice officials. However, these reports are not even the tip of the iceberg of what has actually been going on in Belgium.
To really gain some understanding of what the Dutroux affair was all about, we need to take a step back and see all the other aspects which at least in the early years made up the Dutroux investigation. It will soon become obvious that by early 1997, Dutroux had become almost a mere footnote in a
scandal that really had begun to threaten the very existence of Belgium. Besides a whole range of petty criminals, secret investigations were also being opened against an ever increasing amount of politicians, bankers, police officers and magistrates.
It was only after a number of strategic changes in the investigative chain of command had been made that a beginning could be made with shutting down all the inconvenient parallel investigations which had sprung up in the weeks and months after Dutroux had been arrested. The cooperation of the vast majority of the media in this cover up has been crucial.
This article will attempt to spread the many forgotten and unreported details of the Dutroux affair to the English-speaking world, which not only in numbers, but also in terms of
percentages, is much more open to conspiracy affairs than the Dutch, Belgians or French (although things are rapidly changing here too). There are a number of important differences between this article and previous publications though:
1) In this article you can find all the names of the alleged abusers which had to be taken out of mainstream books and publications to avoid massive libel suits.

A ferrari engine makes a deep, distinctive sound.
When the children at Portugal's most famous orphanage heard the sports car roaring down the driveway, fear swept through the dormitories.
The noise could mean only one thing: the man known as The Doctor was coming to call.
Yet this medical practitioner had no intention of adhering to the ancient Hippocratic Oath.
Instead, arriving at Casa Pia (House of the Pious), a 17th century Lisbon orphanage where more than 4,000 children are cared for each year behind high stone walls, the doctor would summon selected boys and girls from their beds for examinations one night each week.
Where possible, he chose deaf-mutes.
After checking that the children were not suffering from any sexual infections, the doctor was joined by the orphanage caretaker, known as Bibi, who ushered the unfortunate children outside to a waiting van.
With the doctor following in his red Ferrari, Bibi drove the van to the prestigious homes of some of the leading members of Lisbon society - ranging from Portuguese government ministers and high-ranking diplomats, to famous television stars and members of the judiciary.
There, the children were repeatedly sexually abused. Some were allegedly drugged to make them compliant; others were plied with alcohol.
This continued for years. Assaults were filmed; pictures of one attack were subsequently found at the home of a suspected paedophile in Paris.
According to medical records, the victims' injuries were horrific - and consistent with serious sexual assault and rape. In witness statements, many were able to describe in minute detail the homes where they were taken and identifying marks on the bodies of their abusers.

Dr. Reina Michelson is the director of the Child Sexual Abuse Prevention Program (CSAPP) in Victoria, southern-Australia and a rewarded advocate for children’s rights across the world. Her story begins in 1995, when she rings the alarm bell about paedophile networks being run from a boarding school in Victoria and a child day-care centre in Melbourne.
Dr. Michelson frequently meets similar victims who testify on the sadistic practices on children from 2 to 14 years old, up to the shooting of paedophile porn movies and even the assassination of children. None of these cases will ever be solved. This injustice goes back to the ‘80s and continues to this day.
Media moguls, business men and several politicians are named by paedophilia victims as participants. Nobody is charged or prosecuted. In Australia, the protection of the paedophile networks is extensive.
1)*The accusations against a day care centre of Mornington, with the abuse against at least 19 young children, is totally neglected by the Victoria police. Neither the parents, nor the victims are heard even once by the police.
2)*In 2002, the complaint against a media mogul from Melbourne, who repeatedly raped a 3 year old boy – an abuse that was confirmed by the Royal Children’s Hospital’s Gatehouse Centre – is dropped merely two days later.
3)*In March 2004, a paedophile victim’s charge against a known TV-personality is dismissed later in the year by the Victoria police.
4)*A paedophile teacher in Melbourne still teaches in high school. He was never interrogated let alone punished.
The cover up of the Australian paedophile network is directly maintained by complicity of the security services. Several victims on some occasions even testity on sexual abuse by police officers themselves. In a letter dated April 2004 to the CSAPP, a woman testifies how high-ranking police officers in Victoria took advantage of the local child prostitution ring. This woman was later intimidated by police patrols and feared she would be ‘suicided’. Dr. Michelson herself isn’t spared either: she was burglarized, her family was threatened and she herself is the subject of harassment on a continuing basis,
1)*Mornington Peninsula, Victoria
In the late 1980s, a number of children at a daycare centre in the Mornington Peninsula, Victoria, were referred to the Monash Sexual Assault Centre after disclosing experiences of physical and sexual abuse. The alleged perpetrators were the parents of a child attending their kindergarten. Six months later, another group of children from the same daycare centre were referred to the Centre, following contact from a young mother distressed by her child's allegations that she had taken from the day care centre and sexually abused.
Over time, these children disclosed organised and ritualistic sexual abuse to the workers, their parents and the police. Their disclosures included instances in which they were taken in a car from the creche to a nearby house, undressed by adults and sexually assaulted, video-taped and filmed while naked, and urinated and defecated upon by adults. The children disclosed that some of the abusers wore police uniforms, masks, robes and costumes. Whilst in treatment at the Sexual Assault Service, the children also disclosed a range of ritualistic sexual offences against them, committed in local churches and houses..
In 1992, a government inquiry ordered that the daycare centre be shut on the basis that there was significant evidence that the owner of the centre had either participated in the abuse or facilitated it. This include forensic evidence that some of the children had been sexually penetrated, and one child had a broken cheekbone where, she stated, she had been punched by a perpetrator for failing to comply with his demands. The police never pressed charges against the couple, who later fled to Queensland and, in a serious breach of privacy laws, published the names and addresses of all the complainant children online.
In 2002, Chief Commissioner Christine Nixon refers complaints about the mishandling of the case by police to the Victorian Ombudsman. An officer from the Ethical Standards Department was stood down a year later from the Ombudsman's investigation for "incompetence" after failing to pass on information from two key witnesses, and claiming that he never spoke to them when phone records proved that he had. One of the witnesses referred to a tape of child pornography showing men in police uniforms sexually assaulting children from the daycare centre, however, this lead was never followed up by the police. Another witness identified the house in which the children had been assaulted as being owned by a police officer.
The principal of a private college on the Mornington Peninsula repeatedly told the Department of Human Services that a 12-year-old boy disclosed ongoing sexual abuse by an organised group of men wearing police uniforms. According to the principal, all records of the child's complaint vanished. A Victoria Police spokesman said he was not aware that files had disappeared. The police declined to press charges, saying the boy had been "too well groomed" by the abusers and probably would not testify in court.
In 2004, the Office of Police Integrity found that the police investigation into the abuse of the children at the preschool had been inadequate and ordered a re-opening of the investigation

62 guilty in child sex scandal that shocked France

Heavy prison sentences were handed out yesterday to 62 people convicted of raping, abusing or prostituting dozens of children following the discovery of a vast paedophile network in France.
In one of the world's largest prosecutions of a network dedicated to the sexual exploitation of children, the ringleaders were jailed for up to 28 years.
Almost half of those convicted were women.
The 45 victims, many the children and grandchildren of adults who stood trial for attacking them, ranged from a baby of six months to 14-year-olds. They suffered more than 100 separate sexual assaults.
One man, a previously convicted child abuser named only as Philippe V to protect the identity of innocent relatives, was jailed for 28 years for a series of crimes including the rape of one of his granddaughters.

His son, identified as Franck V, 36, was jailed for 18 years for raping 14 children, including three of his own.
Franck V's ex-wife, Patricia, 32, who was convicted of the rape of one of her daughters and acting as the "treasurer" of payments received through the children's sexual services being sold, received 16 years.
Two other key members of the group, all from the city of Angers, were sent to prison for 26 and 28 years respectively, the latter, Eric J, for attacks on 15 children that led him to be branded "an ogre".
The jury of five men and four women had spent nine days in seclusion as they deliberated over almost 2,000 questions with the court president, Judge Eric Maréchal, and two assessors.
The judge explained their verdicts to a number of the victims at the end of the sentencing. Only three of the 65 defendants were acquitted.
The unearthing of the child sex ring devastated the public perception of Angers, the western city that prides itself on being a lively student centre, the capital of Anjou and gateway to the Loire and its magnificent chateaux.
That such events could involve so many women as abusers came as a profound shock to French society.
A defence lawyer, Monika Pasquini, said it was absurd to suppose that women could not be paedophiles but wondered if France was ready to accept the transformation of their image of the gentle, maternal woman "into a harpy capable of raping and selling children, even her own".
Victims were raped or indecently assaulted or made to provide sexual services as child prostitutes under the control of parents, neighbours and family friends.
The children were "hired out" for petty amounts of cash, cigarettes and alcohol or food over a two-and-a-half-year period ending early in 2002.
One girl was prostituted by her parents for a car tyre. "That is the atrocious level of barbarity that we've reached," said Philippe Cosnard, a lawyer for a child protection group.
Defendants appearing one by one in court were dealt with in a marathon sentencing session at the end of a trial that heard harrowing testimony about the pleadings of helpless children.
"The children cried and shouted," said one female defendant as she testified in tears about her own role in the assaults.
One girl, a daughter of Franck V and Patricia, was allegedly raped more than 40 times.
Many of the crimes were committed in the council flat rented by Franck V and overlooking a children's playground in the quiet working class St Leonard district.
The age of the defendants ranged from 23 to 73. Some were known to the social services and questions are now being raised over why paedophilia on so great a scale was not detected sooner.
Defence lawyers had called for almost half the accused to be cleared, citing lack of evidence, the complexity of considering so many cases in the same trial and the defendants' own histories of abuse when young.
Pascal Rouiller, who represented Franck V, said there was a danger of innocent people being convicted on the basis of "collective responsibility … a generalised guilt", with jurors hard-pressed to treat each accused as an individual.
The crimes did not come to light until a 16-year-old girl complained that she had been raped by her mother's boyfriend and his brother.

Sex crimes and the Vatican
A secret document which sets out a procedure for dealing with child sex abuse scandals within the Catholic Church is examined by Panorama.
Crimen Sollicitationis was enforced for 20 years by Cardinal Joseph Ratzinger before he became the Pope.
It instructs bishops on how to deal with allegations of child abuse against priests and has been seen by few outsiders.
Critics say the document has been used to evade prosecution for sex crimes.
Crimen Sollicitationis was written in 1962 in Latin and given to Catholic bishops worldwide who are ordered to keep it locked away in the church safe.
It instructs them how to deal with priests who solicit sex from the confessional. It also deals with "any obscene external act ... with youths of either sex."
It imposes an oath of secrecy on the child victim, the priest dealing with the allegation and any witnesses.
Breaking that oath means excommunication from the Catholic Church.
Reporting for Panorama, Colm O'Gorman finds seven priests with child abuse allegations made against them living in and around the Vatican City.
One of the priests, Father Joseph Henn, has been indicted on 13 molestation charges brought by a grand jury in the United States.
During filming for Sex Crimes and the Vatican, Colm finds Father Henn is fighting extradition orders from inside the headquarters of this religious order in the Vatican.
The Vatican has not compelled him to return to America to face the charges against him.
After filming, Father Henn lost his fight against extradition but fled the headquarters and is believed to be hiding in Italy while there is an international warrant for his arrest.
Colm O'Gorman was raped by a Catholic priest in the diocese of Ferns in County Wexford in Ireland when he was 14 years old.
Father Fortune was charged with 66 counts of sexual, indecent assault and another serious sexual offence relating to eight boys but he committed suicide on the eve of his trial.
Colm started an investigation with the BBC in March 2002 which led to the resignation of Dr Brendan Comiskey, the bishop leading the Ferns Diocese.
Colm then pushed for a government inquiry which led to the Ferns Report.
It was published in October 2005 and found: "A culture of secrecy and fear of scandal that led bishops to place the interests of the Catholic Church ahead of the safety of children."
The Catholic Church has 50 million children in its worldwide congregation and no universal child protection policy although in the UK there is the Catholic Office for the Protection of Children & Vulnerable Adults.
In some countries this means that the Crimen Sollicitationis is the only policy followed.
The Vatican has refused repeated requests from Panorama to respond to any of the cases shown in the video.

Between 1994 and 2001 , scores of RC Church paedophile priests have been brought before the courts on child abuse charges and now the Laffoy Commission is investigating more than 2500 cases of child abuse against mainly RC clergy.
Notable examples of Irish child sex abuse crimes involving priests are ; the Roman Catholic Christian Brothers at the Artane Boys Home , the Letterfrack Boys Home , St Josephs Home in Tralee , "Brothers of Charity " Lota House in Cork , St Joesphs College Kilkenny etc. These are but a few examples of the RC church paedophile catalogue of crimes against children in Ireland !

All of these child abuse cases involved ordinary priests but not one high ranking clergy in the Roman Church in Ireland has been brought to court! However , this does not mean that the abused children only accused ordinary priests ; in fact , high ranking RC clergy have indeed been linked to abused children.
There was one very important newspaper article , published in 1997 in the Kilkenny People , which has all but been brushed under the carpet . The article , which was published in June 1997 , proclaimed that sex-abuse victims from a SE Leinster based "Survivors" group planned to name a Bishop , a high ranking Garda , a Minister ( one assumes that this means a Government Minister) and a number of high profile "personalities"( one suspects the author means prominent people in the media , ie; TV , Radio, film and theatre ).
Weekly , we hear of yet more priests being brought before the courts on charges of child abuse , yet no charges are being made against any of the aforementioned!
I would like to ask : why not?

Cardinal Desmond Connell and Archbishop Diarmuid Martin are battling over the proposed publication of files relating to the former's handling of complaints against paedophile priests.
The unprecedented move to hold up publication has prompted claims of a church cover up by a senior Irish canon law expert.
Connell, 81, went to the high court this week to prevent an Irish state inquiry from examining files concerned with clerical child abuse while he was in charge of the church in Dublin.
Connell was urged to resign when a major abuse scandal was exposed in the Irish capital six years ago. He was accused of ignoring victims' allegations of abuse and failing to act against priests accused of paedophile activities.
Martin, a former Vatican diplomat and rising star of the Irish Catholic church, wanted to hand over the files as part of his policy to create more openness in the Dublin diocese.
But without informing Martin, Connell went to the high court on Wednesday night to seek an injunction preventing the files from being handed over.
The documents are understood to relate to legal advice Connell and other members of the Catholic hierarchy received following claims of widespread child sexual abuse in the Dublin diocese.
Although Connell previously promised the Irish police and victims' groups that a new independent inquiry would have full access to church files, he argued that the documents were privileged and protected by lawyer-client confidentiality.
Leading Irish canon lawyer and priest Tom Doyle has openly accused Connell of a cover up.
"The only reason why Cardinal Connell would seek to prevent access to the files is because they contain incriminating evidence. He is attempting to hide behind legal doctrine. This is not privileged information,' he said.
A spokesman for Connell said he was in a hospital in Rome after falling during a visit to the Vatican and was not available to comment.
At present there are 450 legal cases taken by victims of clerical abuse in Dublin alone.
Martin's own inquiry team has also identified 147 priests and members of religious orders against whom allegations of sexual abuse were made over the last 60 years.

Hill abused again as chaplain to Gatwick Airport
A paedophile priest who abused nine boys is living rent-free in a flat owned by the Roman Catholic Church, the BBC has discovered.
One of Father Michael Hill's victims said he was "sickened" to learn the disgraced priest was being helped by the Church, 14 months after his release from prison.
The Catholic diocese of Arundel and Brighton, which had employed Hill as chaplain to Gatwick Airport in 1985 even though he had had his licence revoked, said it had a duty to house him.
The Church said it arranged his accommodation in the £100,000 flat, three minutes walk from a primary school, at the request of the probation authorities to help ensure he was properly supervised.
Learning difficulties
Hill, who had served three years of a five-year sentence, was tracked down by Radio 4's Today programme, which did not name the town he is in.

One of Hill's victims - named only as Peter - said: "I went to see Father Hill when I was homeless as a teenager and Father Hill abused me, betrayed my trust and betrayed the trust I had in the Catholic Church.
"It is absolute hypocrisy that the Church should be giving solace to this man and yet his victims like myself have had to fight tooth and nail for everything.
"I think the Church have a duty of care to the victims and more time should be given to helping the victims rather than helping the priest who committed crimes."
The Church authorities have paid compensation to victims of Hill.
'Difficult dilemma'
The present Bishop of Arundel and Brighton, Kieran Conry, told Today the Church must "accept a certain moral responsibility for Michael Hill".
He added: "It is a difficult dilemma to be in, because we do appreciate that victims and families of victims would see that we would appear to be providing something to an offender."
Diocese spokesman Father Kevin Dring said: "We are not providing accommodation for the sake of it, we are trying to ensure that he is in a position to be properly supervised."
Eileen Shearer, director of the Catholic Office for Protection of Children and Vulnerable Adults, told Today the Church had learnt from the case.
"What the Church is doing is helping to protect the community by making sure people know where he is and that he can be supervised," she said.
Supervision
Hill was initially released under licence and told he must live at a full-time residential centre under the supervision of the Probation Service.
He was recently the centre of controversy when it emerged the current head of the Catholics in England and Wales, Cardinal Cormac Murphy-O'Connor, was the Bishop of Arundel and Brighton in the 1980s who allowed him to continue working.
The Cardinal had been warned Hill was a danger to young people, and the scandal led to the establishment of new rules to stamp out sex abuse in the Church.

But like her five-year-old brother Aco and their friend Jovanna, blonde Angela is up for SALE to anyone with enough cash to buy her.
Incredibly, the head of a British-funded charity is at the centre of this despicable trade.
The children, some as young as three, are snatched from their parents and sold for as little as £300. Some are feared to have been taken as child sex slaves. Others are put up for illegal adoptions by couples, including Britons, desperate to start a family.
These three youngsters all live at a former United Nations refugee camp in Montenegro, part of the old Yugoslavia.
Posing as child traffickers, Sunday Mirror investigators visited the camp outside Montenegro's capital of Podgorica run by Christian charity boss Sinisa Nadazdin to expose the sick trade facilitated.
He receives donations from the British-based evangelical charity Smile International and Catholic aid organisations which are unaware of his "sideline".
Nadazdin, 27, told our reporter: "A hundred kids were trafficked from this camp...any of the children you see here are up for sale... I am willing to do it because of my finances."
The camp was set up by the United Nations after the 1999 Kosovo war and now houses 5,000 refugees in three units.
We were shown children for sale - from £300 for a dark-skinned three-year-old gipsy boy to £3,000 for a blonde girl of four. Nadazdin works closely with two gipsy mafia bosses, Vlasnim and Arton Shkreli, who "harvest" the best-looking ones.
Locals say the brothers use violence to rule the camps and force families to hand over their children before fixing false papers and smuggling them overseas.
Nadazdin said: "Arton has a really bad reputation and you are not surprised about anything you hear. He said about feeding sharks with those girls."
Despite admitting he was aware that children could be sold to paedophiles, Nadazdin continued to negotiate with our investigators. "Last year there was a couple from Liverpool who wanted to buy a child," he said. "The year before, some people from Scotland. We don't have set prices. You must negotiate. The price least is 500 euros (£300) for a gipsy. The maximum is 5,000 euros (£3,000)." He took us to see two children whose pictures he had emailed to us in the UK. We found Angela and Aco playing on a cockroach-infested floor with other children. Nadazdin said: "This is the best family for you to buy a child. They are desperate." Angela was on sale for e3,500 (£2,500). Aco was available for e2,500 (£1,500). Their destitute mother cried: "Sometimes I sell myself to give them bread. I don't want to lose my children."
But she was quickly silenced by 6ft 5in Nadazdin who said: "She doesn't matter. This woman has no choice. Vlasnim wants to sell Angela. No one defies Vlasnim. Not if they want to be safe. He uses the knife."
One of the gang's henchmen then made a cut-throat gesture to the mother.
Nadazdin, director of a local evangelical Christian charity called Philia, claims British charity Smile International has given him e2500 (£2,000) to look after children at the camp. On its website Smile, run from Orpington, Kent, by Baptist minister Clive Doubleday and his wife Ruth, write about working with Podgorica Pentecostal Church and of visiting the camp to distribute aid and show a religious video.
Nadazdin told us he hopes to persuade Smile International to help him set up a day creche - which he would use as a "child supermarket". He then showed us more children for sale, including Jovanna, four, who was on offer for 1,500 euros (£900). Nadazdin said: "Take photos. Any of these children is for sale if you like. Pressure will be put on the parents to sell - lighter the skin, younger child, more you pay. Black gypsies are cheapest - no one wants them." Nadazdin told us he also arranges illegal adoptions for cash. After leaving the camp we got a call from Vlasnim's brother Arton, pressing us to wrap-up a child-buying deal. He said: "You like Angela? She is 3,500 euros. But you must pay 1,000 euros deposit to obtain documents. If that is good, we see about more business." We claimed we were also looking for young girls to work in massage parlours in the UK.
Arton said: "We have children for more delicate business than adoption. Have girls of 12, girls of 13, girls of 14 for you. There are 20 available now. They are pretty girls, all of them. Some are experienced in movies, some have been on internet sites. You will not be disappointed.
"Don't wait long. I have other people interested."
When confronted Nadazdin denied having sold children from the camp. "That is illegal," he said. "But it's the right thing if a white person is buying a child." He admitted a paedophile could buy a child, but added: "I wouldn't approve."

Grandmothers arrested over satanic sex abuse at schoolRichard Owen in Rome
Three women teachers were among six people arrested yesterday accused of sedating and sexually abusing children as young as 3 at a school near Rome.
The teachers — two of whom are grandmothers who had taught at the school and at Sunday school for decades — are said to have part in the repeated abuse of 15 children aged 3 and 5 for a year, filming them in sexual acts with satanic overtones at the teachers’ homes and in a wood.
The others arrested were a female caretaker, a former producer of children’s programmes for the state television station RAI, and a local petrol pump attendant. The television producer is married to one of the arrested teachers.
The alleged abuse — in the town of Rignano Flaminio, 25 miles (40km) north of Rome — came to light when some of the children began describing their “games” to their parents. They drew pictures of a “man in black” who wore a hood and drank his own blood, and said they had played a game in which “a wolf chases a squirrel and eats it”.
They were warned that if they told their parents about the “games”, they would be “taken away from their mothers by devils”. If the truth were to come out and they were asked who had taught them to perform sexual acts, they were to say “my father”.
The parents also reported bruising and swelling around their children’s genital areas and that they had returned home from school in a confused state. Police say that the children were given tranquillisers and told they were sweets.
The six face charges including kidnapping, indecently assaulting minors, obscene acts and group sexual assault. Police had to protect the teachers from angry parents as they were taken away, with one shouting: “May you rot in jail for ever.”
Ottavio Coletta, the Mayor of Rignano Flaminio, said that the town of 8,000 people was enveloped in “a poisonous climate of hatred and vendetta”, and Father Erri Rocchi, the parish priest, said he still believed the teachers were the victims of “malicious tongues”. He said that the women were church-goers and taught at Sunday school.
Pasqualina Pellegrino, a former teacher at the school, also said she could swear on the innocence of the teachers and the caretaker. “I simply do not believe they could have done this,” she said.
Some parents, however, complained that the mayor and the school authorities had initially failed to take their suspicions seriously, and the school had not suspended the teachers even after the inquiry began ten months ago. “They accused us of trying to ruin the lives of respectable people,” one said.

Scotland yesterday set out its fullest public account of mass historic child abuse.
An independent report for the Scottish Government gave an official voice to the men and women who, as children, were sexually, physically and emotionally tortured over nearly half a century.
Its author, Tom Shaw, found widespread systemic failures in the nation's confused and confusing network of children's homes and residential schools run by the state, charities and churches.
In his recommendations, Mr Shaw said survivors of abuse should get a national support centre alongside a new nationwide task force to stand up for youngsters currently in care.

The national task group, he said, would oversee all such services in the future and try to stand up for children who, he warned, are still "out of sight and out of mind".
He said: "I'm deeply concerned about the possibility of people who were not listened to as children not being listened to as adults."
Their stories, he said, should be recorded in a special centre for the victims of abuse in children's homes. He did his best in his own report, Historical Abuse Systemic Review, and included first-hand accounts of children's experiences in homes.
The report was not the full-fledged public inquiry campaigners had wanted. It was the idea of the old Scottish Executive, through First Minister Jack McConnell who officially apologised to victims of what he called Scotland's "national shame" in 2004. Mr Shaw, appointed in 2005, was working to a tight remit, focusing on the rules governing children in care between 1950 and 1995. He acknowledged that his work would not go far enough to satisfy campaigners, many of whom gathered to hear his recommendations. His report does not name individual abusers - or even the institutions where abuse took place.
The Scottish Government welcomed the report yesterday, without giving much away about future plans. Adam Ingram, the Children's Minister, said he was "in full agreement of the principles of the findings and the recommendations". The report was "far-reaching" and "it is right that we give detailed and serious consideration to the issues".
Mr Ingram has already announced an inquiry into allegations - and convictions - for child abuse at Kerelaw, the residential school and secure unit in Ayrshire that sparked Scotland's biggest child abuse investigation before it closed in 2005.
Kerelaw, however, was just the latest in a succession of abuse scandals in residential institutions for children. The list has grown in recent years. It includes: Larchgrove, a council-run children's home in Glasgow; Blairs College, a seminary in Aberdeen; St Ninian's, a school run by the De La Salle Brothers, monks in Gartmore, Stirlingshire; and Nazareth House, a chain of Catholic children's homes.
Mr Shaw warned that serious problems still remain within residential childcare, not least the low level of training among care workers. He was unable even to begin to measure the scale of abuse in Scottish care homes. That would only emerge from a major judicial investigation. At least one support group for survivors believes that is exactly what Scotland needs now.
David Whelan, of Former Boys and Girls Abused of Quarriers Homes, said: "We are still pushing for a full public inquiry, specifically into Quarriers. It's a special case."
Mr Whelan's group represents 100 former residents of the Quarriers village in Bridge of Weir. Some would like to see the charity change its name. Others want it to apologise.
Quarriers yesterday backed Mr Shaw's recommendations.
Phil Robinson, its chief executive, said: "When Quarriers provided evidence to the Scottish parliamentary debate on historic abuse, we stated that our position is that if any individual suffered abuse at Quarriers then we apologise. This also led to the public apology made by then First Minister Jack McConnell to survivors of historic abuse".
