Your generalizing a bit much. In reality it was really only the Dutch (Van der Sloot's and Van Der Straten) who were the real issue. The FBI was kept at arm's length and the Arubans were merely taking orders from the Dutch.

As mentioned previously, IMO it was decided by someone that Natalee's death and disappearance wouldn't be good on a variety of levels so they made it go away. They probably thought how could one person be worth Joran's future, Paulus's becoming a judge, and the economic effects on the Aruban economy. Selfish is what it was.
